The article analyzes the stages of development of the social institution of the general meeting of owners of apartment buildings in Russia (1991-2019). Applying the classification of V. M. Polterovich, generalizes the main dysfunctions of the social institution of the general meeting (atrophy, rejection, institutional conflict) as an institution that was not historically formed by evolution, but was introduced by the Russian state in the process of housing privatization. It is concluded that this institution is developing as dysfunctional.
